Users can log in but I cannot get my remote software working because they don't know the administrator passwords to install it on them. So this veterinary clinic is asking me to fix their computer network but they don't know their network passwords. Best way to approach a poorly-maintained network Windows.(They did test their work, I assume? On which specific platform?) If it were legal to bet here, I'd wager that App vendor will tell you to stick with 7 until 10 settles down some (like maybe after Service Pack 3 - there's a hard-won lesson for you) to the point they can depend on you having the same patch levels etc.
Ipse Dixit: "If this was Windows 7 I would be done by now.". You have better things to do than support their product for them. If you have a Application which your Users require which requires a certain OS like Win10 (Home, Pro, Enterprise, Ultimate, did they even tell you which flavor? Which patches? Which build number?), the sensible thing to do would be to require that Application vendor to help get this set up the way you want it. Those Users are supported by Applications, which require some OS or another to run. Your Users are the purpose of your existence and that of the Information Technology you support. It's never a good idea (pragmatically speaking) to let the OS vendor guide your configurations. You're getting some good answers here, so I'll take the 20,000' view.
