If you have a Application which your Users require which requires a certain OS like Win10 (Home, Pro, Enterprise, Ultimate, did they even tell you which flavor? Which patches? Which build number?), the sensible thing to do would be to require that Application vendor to help get this set up the way you want it. Those Users are supported by Applications, which require some OS or another to run. Your Users are the purpose of your existence and that of the Information Technology you support. It's never a good idea (pragmatically speaking) to let the OS vendor guide your configurations. You're getting some good answers here, so I'll take the 20,000' view.
